The position of the Psychiatric Service DOG
In the USA and Canada, a Psychiatric Service Dog is equivalent to a European-style assistance dog. In Europe, this question cannot be answered simply. The term PSD is not automatically an assistance dog in Europe. This results in the fundamental difficulty of booking the PSD trained at PSDeurope as an assistance dog. Here there are different regulations with the different airlines. While Lufthansa and therefore Austrian Airlines as well as Eurowings do not recognize our PSD dog as an assistance dog (because ESAeurope is not accredited with ADI), other airlines do not require ADI accreditation. There it is possible in individual arrangement to book our PSD as an assistance dog.

Fly directly whenever possible. If you need to do cross flights, book with an airline that offers its route via codesharing. This ensures uniform criteria for the entry of animals.
Choose an airline that aligns its pet policy according to the rules of USDoT standards. Here the rules are transparent, protected by law and you as an animal keeper have rights that you can claim in case of problems.
In the US, too, any airline can decide whether to adopt US DoT standards or introduce its own regulations. Inquire carefully and in writing to find the right airline choice for your itinerary. Confirm in writing that the terms and conditions under which you book are guaranteed until after the time of return.

- Contact the airline you wish to book with. Best by e-mail. This will give you the information in writing. commitments for the travel period. Make sure that you have the name of the person providing information, the date and place you got the information. Copies of entire emails are generally legally recognised as evidence.
- Take all commitments and information you got with you in writing with the travel documents. (This is how to prevent on-site discussions. Written commitments from the airline are then usually respected. It should be noted that the last word still has the captain of the airplane to finally accept your animal)
- If you can’t fly directly to the destination, it’s best to book a codeshare flight. This ensures that the terms and conditions of the airline you are booking with also apply to flights operated by other airlines. Codeshare flights are recognizable by the same abbreviations before the flight number. The airline codes on the ticket provide you with legal basis. Observe and follow point 1
- Attention Flight Partnerships: Flights and flight segments operated by partner airlines have a different flight number code. Thus, on each flight section, the rules apply to the animals of the airline that is carrying the flight (not the airline with which you booked) inquire exactly about the respective pet policy before booking. These can be viewed on the airlines’ websites. Example: In the case of Eurowings, partner airlines are Lufthansa, SWISS, Austrian Airlines, Brussels Airlines, Condor, United Airlines, Air Canada and All Nippon Airways. Observe and follow point 1
- The rules for the travel of animals remain in force with airlines, even if the place of departure and the place of arrival of the flight are outside the country of booking.
- Many airlines have a different pet policy (according to US DoT standards) for routes to and from the US co,paring to other global flights.
- You can also negotiate a special permit with the airline you book with. The best way to do this is to use the the Special Services (Special Needs) hotline and to have any agreements confirmed in writing by e-mail.
- Almost all airlines in the world transport PSDs free of charge in the cabin. Still the allowances and definitions of a PSD can change from airline to airline. The definitions and conditions under which the animals are recognised are available in the below list of airline links. Print the text you find and add it to your travel documents. (see point 1)
- Please note that entry regulations of the country of destination must be fullfilled as well.

Service animals
A service animal is defined as a dog, regardless of breed or type, that is individually trained to do work or perform tasks for the benefit of a qualified individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability.
BOOKING PROCESS
To begin the process needed to bring your service animal along, you will need to contact our Customer Service at least 48 hours before the flight’s departure, or immediately if you are booking less than 48 hours in advance.
WHERE WILL MY SERVICE ANIMAL FLY?
You may travel with your service animal on your lap or within your foot space on the aircraft free of charge. The animal may not encroach on another passenger’s space.
DOCUMENTS
Service animals must have the relevant documentation noted below. In addition, all documents showing compliance with the customs and health requirements of the country of transit and destination must be presented before boarding.
If you are seeking to travel with a service animal, we will accept, as evidence that an animal is a service animal: identification cards, presence of harnesses, tags, or your credible verbal assurances. If evidences are not provided, then the carriage of the animal will be subject to the same conditions required for the carriage of pets.
Psychiatric service animals will only be accepted on flights to or from the United States. In addition to being subject to the above conditions, you must submit these forms:
The completed U.S. DOT Service Animal Air Travel Form for validation prior to flight stating the health, training and behavior of the animal.
For scheduled flights of 8 hours or more, you must also submit a completed U.S. DOT Relief Attestation Form stating that the dog will not relieve itself in the airport or on the aircraft, or that the animal can relieve itself in a manner that does not create a health or sanitary problem on the flight.

Guide dogs can travel free of charge in the cabin The same regulations apply as for Guide dogs :
Companion dogs must comply with the animal health regulations of the country of departure, arrival and/or transit.
They must be identifiable as companion dogs by an identification tag or harness. If this is not the case, you must be able to prove (including by means of a convincing oral argument) that the dog is trained for the function in question.
There is no muzzle requirement.
Companion dogs must be tethered to the seat during the flight.
You must not block the aisle.
Companion dogs must demonstrate impeccable behavior in any situation.
We offer a seat with as much legroom as possible. Your dog is not entitled to its own seat. The seats by the emergency exits cannot be assigned to you.
In accordance with revised U.S. Department of Transportation regulations regarding the carriage of assistance animals on aircraft (Air Carrier Access Act), as of March 1, 2021, only approved assistance dogs are permitted on board.
These dogs must be trained and educated by a training center or dog trainer to perform their duties for people with disabilities. To verify that all criteria for bringing the animal are met, a new form is available on the portal of the Department of Transportation “U.S. Department of Transportation” (English only).

HOW DO I APPLY TO BRING AN ASSISTANCE DOG?
Bringing an assistance dog (SVAN -Service Animals) into the cabin must be requested at least 48 hours* before departure. You must email your application to bring an assistance dog with the following documents:
- The completed and signed application form.
- A copy of the animal’s passport with information on breed, weight and size
- For a flight time of eight hours or more: A veterinary certificate confirming that the dog does not need to defecate during the flight or a list of items (e.g. diapers, medications) that the client will take on board to avoid hygiene problems in the cabin.

Psychiatric companion dog
Only when traveling to and from the U.S. may you take your psychiatric assistance dog with you as a trained assistance dog. Make sure the dog meets the criteria listed on the application forms. Psychiatric assistance dogs are not permitted on all other flights.
Trained assistance dogs, on the other hand, are allowed in the cabin in the EU. So the question is whether the PSD we trained will be recognized as an assistance dog. We take into account the relevant training regulations. So there is definitely a chance that KLM will accept your PSD as an assistance dog.

An assistance/guide dog is an appropriately trained and specially marked dog, in particular a guide dog of a blind or visually impaired person, and a dog assisting a person with a physical dysfunction, which helps the person actively participate in social life.
An assistance/guide dog:
- is transported in the passenger cabin free of charge,
- does not have to be placed in a transport container,
- must have a harness,
- does not have to wear a muzzle, but please take it with you for safety reasons,
- should be protected against any possible contact with other passengers on board (e.g. kept on a harness),
- is not subject to any weight limits.
Please remember that you need to hold all the required documents, including a certificate confirming the status of your assistance dog, a certificate of the required veterinary vaccinations, a passport, etc.
Additional requirements on flights to/from the USA
According to the US definition, a service animal (or an assistance animal) means any dog that is individually trained to do work or perform tasks for the benefit of an individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability.
Under US regulations, if you wish to travel with an assistance animal on flights to/from the USA, you need to remember that:
- a single passenger may take maximum of two assistance dogs,
- the passenger must fill in the documents listed below and send them with a contact form 48 hours before the scheduled departure at the latest.
Emotional Support Animal – ESAN
As of April 1, 2021, new bookings of emotional support animals will no longer be accepted. All ESAN bookings made before April 1, 2021 will be realized. Pets that are not trained assistance / guide dogs may be transported for a fee on board (within the permitted quantity and weight limit, in a suitable carrier / cage) or in the hold.

However, the Lufthansa Group (except Swiss) does not accept PSD dogs trained and certified by us on intra-European flights. The background is the requirement that only assistance dogs are accepted that have been trained by a dog school that is ADI accredited. This is not possible for us, because in our opinion the training concept of ADI is not suitable for PSD.

Please note that documents are not retained and you must submit a new form dated on or after the date of the ticket for each booking. The same applies to the required proof of training for flights outside the USA.
Flights outside USA + Canada)
Please note that an obedience certificate or completed DOT form is not sufficient for flights outside the United States. The regular guidelines for bringing animals are to be used as a basis if you are unable to provide/submit the above requirements. In this case, the dog must be transported in the cabin in a container (Pet in Cabin) or in the cargo hold of the aircraft, depending on the size/weight of the dog – additional fees and restrictions apply.
Passengers may need to clear customs and immigration in Germany to receive or check in the carrier or dog. On the part of the passenger, ensure that the necessary travel documents and visas can be presented if they are transferring outside the U.S. and their dog cannot be accepted in the cabin. Sufficient time (at least four hours) must be allowed in Germany for the collection of the transport container and/or the dog and the check-in. Please also note that for animal welfare reasons, check-in of an animal traveling in the cargo hold will occur no later than two hours prior to departure and no earlier than three hours prior to departure.
Please note that Lufthansa reserves the right to check submitted documents for authenticity.

Finally, please be aware of recent restrictions on air travel with dogs to the USA. Entry of dogs into the U.S. is highly regulated by a CDC (=Centers for Disease Control and Prevention) regulation. Some countries have been designated as high-risk countries for canine rabies by the CDC. Details about this regulation (entry ban) and also the listing of high-risk countries can be found on the following website.

To process your request, we ask that you provide proof of one of the following:
Ø Unless you are covered by this, we require written confirmation that you and your dog have not traveled, and will not travel, to any of the listed countries in the last 6 months from the date of entry into the United States.
Ø If you are affected by this, we require written confirmation that your dog has been vaccinated in the United States by a U.S. licensed veterinarian and may re-enter the United States from a high-risk country without a CDC dog import permit because the dog:
o has a valid rabies vaccination certificate issued in the U.S.
Dogs that have not been vaccinated in the United States by a U.S. licensed veterinarian must provide a copy of the dog import permit. You can find an application for approval and details at

o Has proof of microchip; is at least 6 months old; is healthy upon arrival; and arrives at an approved airport of entry.
Expired rabies vaccination certificates issued in the U.S. will not be accepted. If the rabies vaccination certificate issued in the U.S. has expired, the passenger must apply for a CDC dog import permit, if eligible.
Dogs that have been in a high-risk country in the past six months may only enter the United States through an approved airport of entry. These include all 18 airports with a CDC quarantine station: Anchorage (ANC), Atlanta (ATL), Boston (BOS), Chicago (ORD), Dallas (DFW), Detroit (DTW), Honolulu (HNL), Houston (IAH), Los Angeles (LAX), Miami (MIA), Minneapolis (MSP), New York (JFK), Newark (EWR), Philadelphia (PHL), San Francisco (SFO), San Juan (SJU), Seattle (SEA), and Washington DC (IAD).

An assistance dog is a dog that has been specially trained to help a person with a disability.
Assistance dogs can be guide dogs for the blind and deaf, or service dogs trained to help people who use wheelchairs, have autism, need help walking due to balance issues, or suffer from various other conditions such as seizures, low blood sugar, or a mental impairment.
- Assistance dogs are allowed in the cabin on all flights except connecting flights with a stopover in the UK.

General requirements for taking assistance dogs into the cabin
For a safe and trouble-free flight, your dog must be trained to obey you and behave appropriately in a public environment (e.g., no barking, growling, jumping on people).
If your dog does not behave appropriately, Swiss may have it loaded into the cargo hold at a charge or refuse to transport the animal. You are liable for any damage and additional costs incurred in connection with the transport of the dog.

In order for you to take the dog in the passenger cabin, certain conditions must be met. We have summarized the most important information for you:
We carry one (1) assistance dog free of charge.
Definition of an assistance dog
- is a dog, regardless of breed or type
- Who is individually trained to perform work or tasks for a person with a disability
- Including a visual, sensory, psychiatric, intellectual or other mental disability.
Entry requirements
Compliance with all relevant entry and exit regulations as well as animal welfare regulations for your animal for the entire trip is your responsibility.
Required forms
Please send us the training certificate for your assistance dog:
- A certificate stating the type of training and task your dog was trained for and successfully completed, the duration of the training, and the name and location of the training facility; or
- a training certificate from a training institution that holds accreditation from the following organizations
– Assistance Dogs International (ADI),
– Assistance Dogs Europe (ADEu),
– International Guide Dogs Federation (IGDF)
If you are unable to provide this, your dog will travel under the standard pet transportation conditions: either in the passenger cabin or in the cargo hold, depending on size and weight, for an additional fee.

Requirements for taking on board
- Must fit in the footwell in front of your seat
- Must remain under your direct control for the entire duration of the flight
- You must bring a muzzle for the dog. If there is a situation where your dog becomes a risk for other passengers, we require that your dog must wear a muzzle or we must refüsieren the transport of the dog
- must not sit on a passenger seat
- must be at least 4 months old
Acceptance before departure
Our ground staff will verify that the dog meets the qualifications for an assistance dog. It is checked how the animal behaves in public or whether a disturbing or aggressive behavior indicates that the dog has not been trained or is also paid attention to the external characteristics (e.g. wearing a harness).
Transport refusal
Swiss may refuse transportation in accordance with U.S. DOT regulations should the dog be
- pose a direct threat to the health or safety of others
- cause a significant disruption on board or at the airport in the gate area, or
- His behavior indicates that he has not been trained to conduct himself appropriately in public
- Should the passenger with disability not provide the necessary forms for the transport of the dog in the passenger cabin
- Transporting assistance dogs would violate applicable safety or health requirements.

Assistance animals in training are allowed if accompanied by the respective trainer or foster family. Foster family is defined as the persons who take in the assistance dogs during the socialization and adaptation of the animals to living with humans and who have been officially designated for this purpose.
What do you need to fly with your assistance dog?
The following conditions apply to travel with an assistance dog on TAP:
- Request this service at the counter or via this form at least 48 hours before the flight.
- The dog must be properly recognized as an assistance animal (SVAN).
- Presentation of a training certificate1 of the dog from a recognized institution at the time of booking.2
- The dog must have a passport issued by a veterinarian certifying its identity and rabies vaccination, or in countries that do not issue animal passports, an official veterinary health certificate.
- Demonstrate compliance with applicable health requirements;
- Proof of valid liability insurance.

I would like to inform you that you should contact the Embassy of the country of destination in order to get detailed information regarding the documents needed to travel. However, you will need to present for sure the vaccination (rabbies vaccination included) book and the pet passport. Your assistance dog must be certified by an organization affiliated with ADI, IGDF or other organizations. Needs to be trained to help you in case of need.
